I'm using the term 'book' loosely here: they are bound and look like books, yes, but they're published (usually) every year with updated data. In library jargon, that makes them 'serials' instead ... which just means that they're published on a regular, recurring basis.
What this means for you, the user, is that most likely you'll need to look in several, or many, different editions of the book in order to get enough data to make a time series. A pain, true, but that's how it works ...
